Huang Jun pointed out that the second quarter is both a prime period for production and operations and a critical phase for safety risks. With the flood season approaching, extreme weather events on the rise, and major holidays such as Qingming Festival, the Third Day of the Third Lunar Month, and International Labor Day just around the corner, it is imperative to implement safety prevention measures thoroughly and meticulously. First, we must strengthen the accountability chain by rigorously enforcing the principles of “joint responsibility of the Party and government, dual responsibility for each post, concerted management by all parties, and accountability for dereliction of duty,” as well as the “three controls and three musts” approach; refine the list of responsibilities, assign them clearly to specific posts and individuals, and reinforce supervision and accountability. Second, we should focus on key areas, adopting a “zero-tolerance” attitude to conduct comprehensive, checklist-based hazard inspections, ensuring that major hazards are dynamically eliminated one by one. Third, we must strictly guard against disaster risks by conducting thorough assessments of flood-control vulnerabilities and preventing natural disasters from triggering safety accidents. Fourth, we need to enhance emergency management by strictly implementing the 24-hour on-duty and shift-leadership system for leading cadres, assigning dedicated personnel to key posts, and instituting a one-hour reporting requirement for information, thereby resolutely prohibiting delayed, omitted, or concealed reporting. Fifth, we must strengthen oversight and enforcement: the safety management department shall take the lead in conducting special inspections and impose strict accountability for inadequate rectification and perfunctory work.

The meeting was attended by heads of all departments within the Group, principal executives of all wholly owned (or controlling) subsidiaries, members of the leadership teams in charge of safety, heads of all project contractors, representatives of the project supervision agencies, and safety management personnel.
